Would it be possible to use the decoder board with a remote smart plug for on/off switching?

I don't see why not. You mean like a smart-home addressable power port? If you have it connected to one of those and just leave the power switch on the board in the on position, that'll do it. All the switch is doing on the board is gating the power anyway.
