So to be clear you just run the executable file? Is it known to work on Win11?

You need to replace DtsJobQueue.exe in the installation directory with the one I've uploaded, then just run the program as you would normally do.
It works on Win11 (both Intel and Arm).
 
I've been using DTS-HD Encoder for about 8 years or more and never got the issue with software stuck on "pending", but it happened to me as well and here's my solution. In my case Kaspersky Anti-Virus was the problem, particularly Kaspersky's VPN. Closing the software and removing from the Task Manager won't help, because Kaspersky's VPN installs its own drivers to Your "Network Devices" in "Device Manager". The solution here is to disable "Kaspersky VPN" here or compeletly uninstall from Your PC. Also, if You're using different Anti-Virus or VPN, make sure they won't show up in 'Device Manager' as a 'Network Card' and if there's anything suspicious - try disabling it and run DTS-HD Encoder. My java 32bit version - "jre-6u12-windows-i586-p", Windows 10 Pro, No additional patches for "DtsJobQueue". Hope it helps, took me 2 days to find a solution for this weird issue.
