It is indeed! I'm guessing they did things that way because the multitracks for the original recording were not available.
(I think the video 5.1 mix on the DVD is an upmix)

Yes, the Police Greatest Hits SACD includes a couple of upmixes to 5.1 for tracks where the multitrack tapes were unavailable.

Such a tragedy that the Q mix was not included. Were the ABC tapes long gone, artist declined, or a Universal non-approval? Toasted tapes? Anyone know?

Couldn't be toasted tapes. They cook them all the time so I'm sure they're good at it.
